Meta’s New Ad Location Fees: How Cross-Border Campaigns Will Be Affected

New Meta location fees mean advertisers must factor extra costs into European campaigns.
Early in March of 2026, Meta very quietly introduced new location fees for ads across its platforms in certain regions. This could have a noticeable impact on advertisers running campaigns across borders.
As stated in their blog, “Until now, Meta has covered these additional costs. These changes are part of Meta's ongoing effort to respond to the evolving regulatory landscape and align with industry standards.” Those industry standards are a result of the European Union’s Digital Services tax, which the US-based company has now decided to pass on to its advertisers.
Starting 1 July 2026, additional fees of 2%–5% will apply depending on where your ad audience is located.
What matters here isn’t where your business is based or where you launch your campaign, but where your ads are being delivered. For example, if your company is based in Germany but your ads target audiences in Austria, a 5% surcharge will apply to that spend.
In short: the fee is determined by the audience location, not the advertiser’s location.

As Meta noted in its announcement, both the fee levels and the regions they apply to may change over time, so anyone running ads should always double-check the latest guidance on the platform before launching campaigns.
One important detail to keep in mind is that these location fees sit outside your allocated ad budget. In other words, the media budget you set for a campaign will not automatically cover these additional charges.
Because of this, we’re advising our clients to start factoring these fees into their media planning, particularly for campaigns running in the second half of 2026. Building this into forecasts now will help avoid unexpected costs once campaigns go live.
